What Is a Designated Regional Area in Australia?
A designated regional area is a location that is classified as regional under Australia’s migration rules. The classification is used to determine whether a particular location meets the regional requirements for certain visas and whether regional migration incentives may apply.
An important distinction many applicants miss: Perth and the Gold Coast are classified as regional — along with the Sunshine Coast, Lake Macquarie, Illawarra, Geelong, Newcastle, Wollongong, Adelaide, Hobart and Canberra. Living and working in these cities qualifies you for regional visa incentives under the Regional Areas Australia for visa framework.
For skilled migration purposes, the Australian Government divides locations into three categories:
- Category 1 – Major Cities: Sydney, Melbourne and Brisbane
- Category 2 – Cities and Major Regional Centres: including Perth, Adelaide, the Gold Coast, Sunshine Coast, Canberra, Newcastle/Lake Macquarie, Wollongong/Illawarra, Geelong and Hobart
- Category 3 – Regional Centres and Other Regional Areas: other locations included in the designated regional postcode list
Categories 2 and 3 are the locations classified as regional for the regional migration framework and are eligible for the applicable regional incentives.
The term “regional” does not necessarily mean rural or remote. Some large and well-developed Australian cities are included in the designated regional framework, while Sydney, Melbourne and Brisbane are Category 1 locations.
The classification is determined by the relevant postcode and location rules, so you should check the exact location rather than relying on whether a suburb or city is commonly described as “regional”.
Which Australian Visas Use the Designated Regional Area Definition?
Regional location is particularly important for Australia’s regional skilled migration pathways.
Skilled Work Regional (Provisional) visa — subclass 491
The subclass 491 visa is a skilled regional provisional visa for eligible skilled migrants who are nominated by an Australian state or territory or sponsored by an eligible family member.
Holders of the visa must live, work and study in a designated regional area in accordance with their visa conditions.
Skilled Employer Sponsored Regional (Provisional) visa — subclass 494
The subclass 494 visa is an employer-sponsored regional visa. The nominated position must be in a designated regional area, and visa holders are required to live, work and study only in a designated regional area while holding the visa.
Permanent Residence (Skilled Regional) visa — subclass 191
The subclass 191 provides a permanent residence pathway for eligible holders of regional provisional visas.
For the Regional Provisional stream, an applicant must have held an eligible subclass 491 or 494 visa for at least three years and must have complied with the conditions of that visa. The applicant must also provide evidence relating to residence and work in a designated regional area and meet the applicable income and other requirements.
Temporary Graduate visa (subclass 485) — Regional pathway
Eligible graduates who studied at a regional educational institution and meet the applicable regional residence requirements may be eligible for a second Temporary Graduate visa under the Post-Higher Education Work stream. The Department specifically distinguishes Category 2 and Category 3 locations when applying the additional regional period.
Other migration settings
Regional classification can also affect other migration settings and the processing priority given to some visa applications where the nominated position is located in a designated regional area.
However, not every visa that may involve employment in Australia is a regional visa. The applicable regional requirement should therefore always be considered in the context of the specific visa subclass, stream and visa conditions, rather than assuming that a regional postcode automatically creates eligibility for a regional visa.
Which Areas of Australia Are Designated Regional Areas?
The designated regional areas framework divides all Australian locations into three categories.
- Category 1 — Major Cities: Sydney, Melbourne and Brisbane — these cities are not designated regional areas and carry no regional visa incentives.
- Category 2 — Cities and Major Regional Centres: Perth, Adelaide, Gold Coast, Sunshine Coast, Canberra, Newcastle/Lake Macquarie, Wollongong/Illawarra, Geelong and Hobart

Category 2 — Cities and Major Regional Centres receive the following incentives:
